Wet System Underfloor Heating and Laying Floor Coverings

Do you still need to warm up and cool down wet system UFH before you lay the floor covering, if the screed has been laid for over 2 months, the water pressure has not dropped in that time.
Can this system be tested by a electic water heating system, as we have no mains gas connection at this time to power the boilers.
