When Bleeding Radiator Bleed Valve Comes out but no Water or Air

I have a radiator that is warm at the bottom and cold at the top so it needs bleeding. However, I turn the radiator bleed valve and it comes all the way out and no air and no water come out the escape hole. Any ideas?

Is the bleed valve working? Possibly it is not opening stopping you from actually bleeding it when you think that you are undoing it.

turn on the heating so the pump runs,this could be enough to shift the air lock, also turn off every other radiator
