Heating and Hot Water Won't Work Together Help Needed

Hi
I have a heating/hot water system where we have a boiler downstairs with a hot tank upstairs. The tank has two powered motors, one for the HW and one for the CH.
Each the HW and CH work fine independently but if you want both, it won't. Wimhich ever is first on takes priority.
We have a newish British gas programmable timer, which has these wires come out of and go to each of the two motors and one to a unit that's on the hot tank.
The timer panel has a LCD display and a red light indicating when each the HW and CH is on.
If you have the hot water on and want the central heating on, you have to press CH on, then HW off before it works. And vice Versa.
It's becoming a problem as winter is on it's way.
It wasn't always like this and only been problematic in the last 4-6 months sine not using as much.
Nothing has been touched!
Only issue I have seen is on the boiler, a drain cap on one of the pipes is dripping/leaking. Not a lot but it's dripping very little.
Any advise would be highly appreciated.
Local plumber said it's very complicated and he couldn't work it out?
