PIV or Extraction to Solve Condensation Issues

Hi - have condensation problem in home that we moved into -probably due to double glazing in an old house with no vents at top of windows. Have been looking at positive input ventilation, or an electrician has advised an Xpelair Plus system, with ducting going into 2 bedrooms, bathroom and hallway. I have seen so many positive reviews about PIV that I don't know what to go with - could anyone advise please?
