Under Floor Heating Problems With Rooms Getting too hot

UFH problems which I am struggling to solve.
The rooms close to boiler are getting too hot even though the thermostat is off and the actuator is down (no heat is being called for). However, it is the room through which all the pipes go to get to the manifold (kitchen as it happens which I guess is not ideal).
All I can assume is that this has something to do with flow regulation. However, when I look at the manifold there are no flow regulators for easy adjustment. There is a screw cap which can be removed but I assume the flow regulators were never added on installation. I assume they can be adjusted manually but I worry I could damage the valve using a screwdriver.
Are there any other reasons why the UFH would come on in a room when the actuator valve is closed?
