Windows - how to get Inside This Monstrosity?

Hi everyone. Hope I'm in the right forum - I couldn't find anything that seemed close to what I'm asking about.
Anyway. Currently living in a Victorian property that's been updated with secondary double glazing. I am trying to work out how the heck to clean all surfaces of the window in the photos below. It's on the first floor, and we have no ground-level access to that side of the house to put a ladder up - the garden belongs to the neighbours. (And no ladder either, come to that, don't ask...) The secondary glazing is basically a housing that's screwed to the window frame, is there a way to take out the panes without taking the whole shebang off and putting it back on again?
