Can anyone tell me the way to remove a radiator.... cap it off...to tile behind.... and then replace it with a chrome towel ladder heater...also any tips re replacing concrete air brick with plastic (does it need to be replaced outside as well as inside).....

Shouldn't be too difficult to do, as you just pipe up the towel rail the same way as a radiator.
Turn off both radiator valves and undo the nuts connecting the valves to the radiator, you will need a dish to catch some water. You can leave the radiator valves connected to the pipes whilst you tile your bathroom.
You will probably have to alter the pipework to fit the towel rail, which will include draining the heating system.
You should be able to fit a plastic air vent over or in place of the airbrick, without having to renew the outside part.
