Cannot Turn off Huge Bedroom Radiator Using Valves

Hi. I live in a self contained area of a large HMO (house in multiple occupation) building. I live in the top floor and it gets very hot so i have to open my windows and turn my radiators off. The problem I'm having is the valves on either end of my huge bedroom radiator won't stop it heating up when turned clockwise all the way to the off position. Sometimes the heating is left on all night, sometimes not. The communication between tenants here is not great and i don't have access to the heating so I need to control it locally. I'm just desperate to stop this heater coming on any way possible so i can get good nights sleep. Any advise appreciated. Thanks.

left hand valve (turned clockwise to off position). hard to get casing off because screw is damaged and there is a wall mounted plug directly above it
