Vents in Retrofit Cavity Walls to fix Damp Issue?

Hello
I have a damp loft , 97% humidity to be exact and a gable end I could put a vent in. Why so damp ? well my house of 1950's vintage had cavity wall insulation installed along with bleeding expanding closed cell foam insulation in the loft. Hence I have condensation problems in the house. The loft seems to be hermetically sealed so needs some ventilation. Access to the outside of the house would require scaffolding so I have been looking at one of these.

The question is will the seal on this be ok to stop water getting at the wall insulation?
Or is there another way better way ?
