still having problems with radiators

i have tried balancing system with some improvement now one radiator downstairs with thermostatic valve on ,radiator not hot but pipe to thermo valve is red hot ? Another question what is the function of the zone valve and what is the difference between two way and three way ?any answers greatfully accepted

try removing the head of the thermostatic valve & push the pin towards the rad, if it hardly or does not move it is just stuck
either:
give the valve a sharp chap
push firmly but gently on the pin until in moves freely
push & pull the the pin until it moves freely -(be very careful not to pull too far or water may suddenly appear!)
zone valves open and close to allow the hot water from your boiler through to different areas - either to your hot water cylinder, or to your radiators - you can even zone different areas of your house to allow separate control of various radiators eg. upstairs & downstairs
mid-position valves are do the same but are generally used to switch between hot water or heating, or both at the same time
if you look underneath the brass section on a mid-position valve one side has an A and the other a B, and if i can say this A is for *******(radiators which you put it on) and B is for bath(your hot water side of things)
