Advice with these vents blocked with expanding foam

Hi guys we have just moved in to our new house and the previous occupiers filled the upstairs air vents with expanding foam. We are redecorating and there was a good mold build up all around the upstairs of the house. Anyway I which to replace the vents and cut out the expanding foam but im unsure how to remove this vent type with the least amount of damage possible. Also any recommendations on the best type of cover so that it dont get freezing upstairs in low temps.

Hi ronnie1985
Use a cold chisel hitting in towards the middle of the vent, you will probably break away some plaster. Make good and fit a hit and miss grill.
