Trying to understand radiator and pipework setup

Hi all,
Just trying to understand...
Suppose the central heating is on (Heat only gas boiler) and my radiator is turned off at the inlet / TRV valve.
Does this mean
there is no water in the radiator?
there is cold water in the radiator?
The cold water just sits in the cold radiator and does not circulate around the house?
Would the inlet pipe feeding the radiator be hot ie the water is hot but is stopped from entering the radiator by the valve or would the inlet pipe be cold - because the radiator is not asking for hot water?
