How to repair a Chrome towel rail radiator valve

I have 2 two leaking Chrome Towel rail valves. I have been able to remove the cap ( with some difficulty) now I cant remove the chrome cylinder to expose the valve.
I have tried to pull the cylinder off but it appears to be stuck to the valve inside or it is it a valve which you cant repair. I have attached images

Can anyone please advise if the cylinder can be removed and how. Thanks

Hi agh55
You should be able to lever the hand wheel off the valve shaft - it is probably naturally glued to the shaft from the leak.

HI, thanks for your reply, I have been able to leave off the barrel and successfully fix the leak.
