Hot Water Tank Expansion Pipe Rerouting

I have a fairly large loft space, but for some reason the house builders decided to run the expansion pipe from the hot water tank right across the middle of the loft space to get to a roof vent on the other side. Had a great time hitting my head off it every 10 mins while laying storage boards.
I've seen quite a lot of diagrams showing the expansion tank actually being routed into the cold water tank instead, which would be good in my house as the cold water tank is right above the hot water tank.
So I'm wondering whether there are any reasons not to reroute the expansion pipe into the cold water tank? And if it's a bad idea, I'm wondering if it's a simple enough job to at least reroute the pipe so it run through the loft space as it does now?
It seems to me that the original pipe has been routed in such a way that it's never horizontal but always sloping upwards. Is this a requirement for routing expansion pipes for some reason?
What do you reckon an engineer would charge?
