Problems attaching a vertical radiator to a wall

When we had our kitchen replaced we swapped an existing horizontal radiator for a vertical one. The new radiator measures 1800 x 444 and is a fair weight even when empty. Almost 12 months on the whole radiator has come crashing down, taking a chunk of the worktop with it. The wall is a plasterboard partition wall. The fixings used by the fitter to attach the brackets look like metal screw fixings (picture attached). Is this fixture ever going to be practical or has the fitter just used the wrong fixings? I do not want the same thing happening again as we were lucky that no one was hurt or more damage done. Thanks
