UFH thermostats triggering main CH system

I hope someone can offer advice with an underfloor heating problem we’re having. The UFH was already in place when we bought the house and the former owner has lost contact with the people who installed it.
We have radiators throughout the house and then two zones of UFH in the kitchen and dining room, both with their own Honeywell thermostat. There is then a third thermostat in the hallway which controls the main central heating system. We have one control panel/timer upstairs next to the hotwater tank.
The problem I’m having is that whenever either of the UFH thermostats call for heating, it also seems to switch on the central heating system for all the radiators. This means that even if the rest of the house is hot, the radiators stay on if the UFH needs to be on (which is often the case as the UFH is much slower to warm up).
I’m trying to understand what the options are so that I can then call an engineer out. Does anyone know if it’s normal for the UFH to require the main central heating system to be running, and are there any ways to “fix” this?
