Netaheat 10/16 casing very hot

The outer casing of our Netaheat 10/16 boiler gets very hot - too hot to touch towards the bottom, i.e. where the combustion chamber is.
A Potterton appointed service engineer could find no faults to account for this. In fact no faults were found with the boiler at all. The obvious suspect was the combustion chamber front panel insulation but this appeared to be in good order.
This problem, if indeed it is a problem, may have been present for years without us noticing it.
Does anyone have an explanation/solution to this problem?
The bolier has recently been descaled with DS-40. This has stopped it from kettling. A new H/W cylinder has recently been fitted - the old one had a leak in the heat exchanger which was causing the header tank to overflow. The C/H and gravity H/W systems are both working absolutely fine.
