Windy Air vents

Hi
Having looked through old posts I can't find an answer to my problem so hopefully you'll be able to help....
I have a 1930's semi and in all the rooms there are small air vents leading to outside.
I need to know if I can block these off with tape or something. The problem I have is that they let in too much cold air, to the point of gusting at times. Would there be any major issues with blocking them off during the winter ?
