If they haven't taken a radiator off the wall and they're telling you, you need a system flush I would get someone else out to have a look.
There's far too many people (probably plumbers - not heating engineers) stating that systems need a flush when they don't - that's because it's a easy job and you can charge quite abit for your time and chemicals. where all the radiator valves renewed too ?
It could be a fault on the boiler,
is the pump running efficiently ?
Is the diverter valve or boiler heat-ex choked or not operating properly ?
Does the burner cut out, is this why it's not heating properly ? could be the central heating sensor cutting the boiler off too soon.
If the boiler is only 2 years old and the inhibitors were added then this shouldn't be happening this soon - unless the system has been drained since and the inhibitor wasn't replaced.
If the old pipework was left in - this should have been flushed when the new boiler was installed.
Hope this helps.
