complete new system,how much?

ive got a 20 year old heating system with glowworm boiler with header tank running on 8mm pipe.its always worked ok untill recently,problm being upstairs rads hot downstairs cold.when upstairs rads turned off downstairs rads get hot.had an engineer out to service boiler with no change also had new pump but no joy.he reccomended new boiler and repipe is this neccesary?if not what can i do to make system work.?what is the cost of a new installation if needed? thanks for reading looking forward to advice
