12 year old worcester boiler and rads

Have got a worcester boiler and 7 rads (open vented), the system has been serviced by BG since day 1, recently the 'trip' started going every other day and had to be reset, Bg could'nt find the problem, on 2nd visit the engineer took out the H E and cleaned a pile of sludge out of it, the system runs ok on the central heating side, but when hot water is asked for only cold comes out, Bg have now told me that i need a powerflush and a magnaclean fitted as well as a new boiler !!!! I can understand cleaning the system and fitting a magnaclean but not a new boiler, has anyone got any suggestions as what the problem might be and can it be resolved ?
