Domestic Hot Water is too Hot

The water from the hot water taps is coming out too hot, after running it for a while it is scalding.
I have a Honeywell heating/hotwater programmer and even when the water temperature is set at it's lowest temp which is 40c, the water is still too hot.
In the airing cupboard there is a Honeywell smartfit box with one connector going to a 3 way valve and another connector going to a cylinder thermostat, the stat does not have a temperature dial, therefore the temperature has to be set at the programmer.
Does anyone think that the problem might be a faulty thermostat?, or could it be something else.

Could be a faulty cylinder stat, you say it doesn't have a temperature dial ? it should have one, maybe this is the problem.

OK thanks for the info, The cylinder stat is obviously designed without a temp dial, and is set through the programmer via the smartfit system.

Basically looking at the cylinder stat there dosn't like like much can go wrong with it, so i'm a bit reluctant to buy another in case it's something else.
