How do you stick gravel to a tarmac drive so it stays put?

Spray tarmac with a binder (hot bitumen emulsion for example). Don't make it too thin or too thick.
Scatter lots of gravel evenly.
Roll the gravel with a heavy roller.
Sweep the loose off when it's all set.
It's how they do it on the roads!!
