block paving on mud!

I've got to pull some trees up, dig the roots up and I want to lay a block drive. How deep should I dig and what layers of what should I use before the blocks?

200 mm type 1 consolidated stone,
30-50 mm sharp sand again consolidate before screeding off,
plus depth of paving.

lay paving 10mm proud silver sand and then wack all over
then re sand.
