Scalpings appearing on a gravel driveway

We have recently had a gravel driveway laid. There has been an issue with the scalpings in that they did not have enough clay to help bind them together. Recently scalpings are appearing on top of the gravel. The scalpings are quite large (20-40 mm)
I was wondering if anyone could explain why this was happening. The company we used think it might be due to the fact that the scalpings were not properly compacted and have mixed with the gravel. They look unsightly. I would appreciate any helpful suggestions as to why this has happened and what can be done about it.

Just rubbish scalpings by the sound of it Nick. Nothing can be done now except to reove the gravel, rake up all the loose stones and re-compact the scaplings. If they do not settle because of a lack of fines you may need to add some.
