Surface water on garage drive

Hello, can any one help, please. My concrete drive slopes towards the garage. If that's not bad enough my neighbour's surface water from his drive runs into mine. Rainwater often enters my garage. I'm going to dig up my drive and build a soakaway. I plan to make a channel alongside the front of my garage door, using a plastic downpipe to form a groove. I would need to fit a gully halfway along and run the surface water into the soakaway. How far along the drive should the soakaway be? Am I allowed to bury plastic downpipes to lead the water to the soakaway? Is there a gully type available, fitted with a grating that I could sink into the groove mid-way along my garage? Osma fittings all seem far too large in diameter. I think I only need 82mm openings. I know I could buy polychannels, but the credit crunch is hurting. Gordon
