scalpings on driveway

I have excavated for a gravel driveway and added well compacted scalpings, it has been raining since this time and the scalpings are soft and pudding like! The quarry says they will go like concrete when dry. Is this so and how long will it take? I cannot drive on the scalpings as my vehicle will leave ruts. I have not covered with the gravel yet. Scalpings been down for 5 days.

The scalpings will only form a solid, hard surface if the ground underneath is not soft and spongy. If the scalpings have been compacted as much as possible but ruts are stiill being formed trhe chances are that the ground underneath is not firm enough. Scalpings on soft ground, in fact any type of sub base on soft ground is a waste of time and the excavation must be made down to firm solid ground.
