Repairing Sucken Block Paved Driveway

Guys,
I have a block driveway that has sunk were the tyres go up and down the drive, my idea was to lift the parts that had sunk and resand to bring it level again, now is it best to put a little hardcore under there as well as sand to give it some stability, obiously after this I need to whacker it down again, is this the best way to approach this job or is there a better way ?
Also resanding is a pain it never seems to stay between the bricks especially on the sloping part of the drive, I have also tried sealant in the past which is ok, but not perfect, I have read about using one part cement mixed with the sand is this an option ?
