New Concrete Flooring Over Existing Mud Floor

Hi folks,
I'm converting a cottage and need advice as to how to put in a concrete floor.
There is a room connected to my house that currently has a mud floor - which I'd like to fully concrete.
In this room I also have the mains water pipe and tap as well as my boiler.
Would I just be able to dig a small flat area, put in a membrane and pour the concrete on top or is there something else I should do?
