Is it Very High Risk Wacker Plate Damages Underground Pipe?

Hi,
I am planning to replace turf with artificial grass. According to the tutorial here, https://www.diydoctor.org.uk/projects/l ... l-turf.htm, I need to use a wacker plate.

I am planning to get Evolution HULK ELECTRO Electric Compactor Plate, 400 x 320 mm (https://www.amazon.co.uk/Evolution-ELEC ... B006DV8EUI). I am not very sure about wacker plate, but I think this does not look like a very powerful one.

Just want to double check. With this wacker plate, is it very high risk to damage the underground water pipes and gas pipes in normal situations? Or I just need to avoid any places close to the pipes?

I think my front garden is where the public pipes are connected into my house. From my search, the required min depth for water pipe is 750mm, and the required min depth for gas is 350mm.
In the back garden, there are some drainage below some part of existing turf. Is this more vulnerable to be damaged by the wacker plate?
