Removing Angle Metal Gate Post From Concrete

Hi,
I have a metal garden gate post installed in concrete. The post is angle type about 1inch wide. I've dug down about an inch and the top concrete has brittled away but the rest looks solid. I'm thinking of cutting the post where I've dug down to and covering with soil but not sure what tool to use. Is this a good option? If so what should I use? or should I attempt to remove the entire block?
