Advice on Where Boundary is and Councils Responsibility

Hi,
I need some advice on my driveway. I have received approval for a dropped curb to be installed, but I have been told I need to construct my 'hardstanding' before the pavement work can be done. (This is to ensure no trip hazard is left).
Attached are some pics of the end of my garden.
My question is where is my limit of boundary/responsibility? Do I need to take out the raised curbs or will they do that when they drop the curb and tarmac the pavement?
