concrete drive laying

I have a rear driveway filled with gravel trouble is all the neighbourhood cats think it is a litter tray!.So I need to concrete it so they cant dig it up.
It is surrounded on three sides with concrete sides, eg concrete garage base, the concrete base panels of a fence on the short side, and brick edging of the garden on the third. this seems to me to leave only one side to need shuttering, which is the entrance, and will need sloping up anyway.
So, is it possible o mix in sand and cement into my gravel (which is laid on a membrane and is approximately 6 inches thick, and is on solid level ground) and then add water, thus producing concrete? and if so what mix do I use?
Or is this too easy?
