Laying paviours over old concrete drive

I have an old concrete drive along the side of the house. Although i believe there is a slight fall to the road, there is nevertheless puddling in places after rainfall, which only disappears by drying.
I would like to lay block paviours but don't really want to take up the concrete. The drive used to be used by small lorries (40 years ago) and I believe is very thick.
Would it be acceptable to lay say 30 - 50mm sharp sand over, then paviours on top. If I laid to a 1 in 60 minimum fall, would the water nevertheless get through the joints and puddle under the paviours and on top of the concrete?

Hi do it all,
You are probably better with around 75mm sand under the paviours but make sure it is evenly compacted.
Pounding may occur but should disperse in the sand layer.
