Laying patio but need to build up height first

Have area 16ftx9ft already dug out with gravel laid as a patio. Want to lay paving slabs but area not high enough. Can I fill it with scalpings to build it up then lay ballast with cement mixture on top instead of sharp sand to lay slabs on and water in

Yes you can use scalpings but compact it.
Use a sharp sand mix to lay the slabs on ballast will be useless for getting the levels right.
