SMELL underfloor water

We have a 1930's semi 11" cavity wall with air bricks, and a suspended wooden floor. We have had water under the house for the last 20 year to our knowledge. The area is heavy clay and the gardens slope gently towards the house.
We had an extension built 15 years ago with a solid floor and took the opportunity of having a solid floor put in the ajoining room to the extension.
We have a small area of blown plaster on the side of the chimney brest approx 9" from the floor but no real signs of damp. When you pull the carpet back you get a strong damp smell.
Underneath the suspended floor is a concrete base which is stepped. Half the room has a depth of 12" the other half a depth of 24".
I want to get rid of the damp and earthy smell.
The options I have considered are putting a sump and pump in to keep the water level to a minimum or putting a solid floor in.
Can anyone tell me how they have coped with similar situations?
