Carpet onto damp concrete floor?

We are renovating a basement flat bedroom and have taken up the laminate floor boards to find another set of thin laminate floorboards underneath and a plasticsheet underwhich the concrete was very wet. Just wet to walk on rather than pools of water.
We would like to put carpet in this room but as a foreigner to the UK are not use to the damp problems that occur.
From what I can understand several layers need to be put down but confirmation from someone in the know would be appreciate.
Layer 1 - Damp proofing Membrane (any recommendations?)
Layer 2 - Chipboard (does this need to be T&G or just sheets of?)
Layer 3 - carpet underlay
Layer 4 - the carpet
I see some companies make membranes with dimples on and are very costly to those available at places like Wickes. Is this required, or is the simplier membranes just as good?

Ps. I have a dehumifier in room drying concrete out at present, so will be nice and dry when putting new floor down.
