How crucial is the 6 inch minimum level of the DPC?

We have a new chemical (cream) DPC which is 4 inches above some pebbles at the front of the house. Clear the pebbles and it is six inches above the ground.

For a 3 foot portion of the side wall, the DPC is 4 inches from tarmac - then the tarmac slopes down, and the horizonatal DPC level rises well beyond six inches to keep even with the internal floor.

Well, there are various regs relating to this.

In my opinion for a gap of 150mm to have been recommended some body must has measured how high rain water can splash up from the ground and worked out an average. But anyway, if its how it should be, then its how it should be. If it were my house that had the higher ground levels then id want to do anything i could to lower the risk of a problem occuring. So lower the ground levels.
