Smell in bathroom

I moved into my council home about one year ago, since we moved in there has been a smell in my bathroom. The council have removed bath panel and skirting boards and cannot find any problems and told us to use a room odouriser. But i was in the garden and noticed that the concrete path is above the bottom row of blue bricks and level with the top of the air brick. Plus i have a pitchmastic floor in my bathroom and hall way and all the door jams at the bottom have rotten. There is no membrain in the floor. Is there anything i can make the council do or do i have to live with the problem.
