Should I repair the damp proof course?

I have just bought a mid terrace house 107 years old which needs completely renovating. It has had a damp proof course in the past.
When viewing the property I used a damp meter on the front interior wall which showed very high levels of damp.
However I took the reading in April after the property had been left empty all winter with no ventalation or heating. The property also has single glazed rotting windows.
Should I repair the damp proof course now prior to decorating to avoid having to do it in a few years when I come to sell? Or is it likely that the damp is caused by other factors and the DPC doesnt need repairing?
