Damp Concrete Floor Problems after Laying Karndean Vinyl Tiling

I have recently completed a a kitchen refurb including laying Karndean vinyl tiling on a concrete floor.
After two months the tiles started to lift and the fitter returned and said the tiles had lifted because the screed had blown because the floor was damp although it had shown no signs of it.
A damp proof tester has confirmed this!
I do not want to dig up the floor as the kitchen is fitted....is there a product that will allow me to seal the floor and relay ceramic tile succesfully?
