DAMP MUSTY SMELL IN KITCHEN

Hi
Wondering if anyone can help me. I've noticed an increasingly bad damp musty smell coming from behind my cabnets in my kitchen next to the washing machine. I thought there might be a leak from the pipe leading into it and called a plumber round. He pulled the machine out and everything was intact. On the wall behind the machine was mould that looked like black soot. We touched the wall & everything was bone dry. No sign of any wetness. He said everything looked fine. Also it didn't appear that the smell was coming from behind the washing machine after all. I am currently unable to use the drawer which is situated next to the washing machine because the smell is so bad when I open it. The smell is localised in this area, I can't smell it anywhere else. I don't know what my course of action is. Do I have to rip off the cabnets & floor tiles to see if I can source the cause or is there a less destructive means? I'm in a ground floor tenement flat with a basement space underneath. Could there be rising damp and would this only affect one area? The wall in question is an interior wall between the kitchen & bedroom. Argh! Help.
