damp on chimney breast

I have damp as mentioned in your listings (yellow/brown) around our chimney breast, ground floor and upstairs. plaster is sound apart from being very 'sticky' to the touch, which no-body talked about
upstairs is floor-ceiling about 60 cms wide, however dowstairs seems to be in circles 3 in fact following the line of the chinmey up to ceiling.
Anyway can this be treated WITHOUT having to re-plaster?
Help!!!
