First Floor Interior Damp

I live in an ex local authority house in Norfolk built circa 1930 and have a damp problem in all three of the first floor bedrooms. In all rooms it's around the windows and all around the exterior walls mainly between the skirting and windows but not exclusive to where the windows are. The exterior walls are redenred and look OK to the untrained eye. I've been informed by someone who contacted the council that the ground floor walls as double cavitiy as usual and are fine but the first floor is a single skin wall with the large blocks laid flat so the walls look the same thinkness. Now it is getting cold again it comes through as quickly as it is cleaned which leads to having rather unpleasant smelly bedrooms. I'm damp free downstairs.
