condensation on new windows

hi all, we have a 3 bedroomed semi, two years ago we up graded the double glazing, ever scince when ever it turns cold the windows STREAM with condensation, it never happened before the upgrade, the builder that fitted them came back and fitted some vents to the upstairs windows as these are by far the worst, there is now black mold growing on them.......is there anything wrong with either the windows or the way they were fitted and is there anything that i can do to cure the problem??
