blocking up a fireplace

I've been asked by a friend to block up a fireplace (which was covered over by a marble backing and an electric fire). I removed the surround, the backing and electric fire. I looked up the exposed flue and could see that the chimney isn't capped, but has wire mesh over the top to stop birds e.t.c making a visit. I plasterboarded over the opening and skimmed it, but was wondering what else needs doing :

1) do they need to get the chimney capped ?
2) do I need to put a vent in plasterboard ?

Any info apprechiated

you need to install a hit and miss vent in the plasterboard.
