Garage Floor - damp, epoxy or paint.....?

Hi All
Ok, I have recently had a new garage put up, its just a simple concrete panel flat roof type, put on an existing concrete base.
Now since it has been done, when it rains heavily the fillet on the inside round the edge can get quite damp - the suppliers have been back and redone the fillet with PVA etc and added a load of mastic round the outside edge of the garage.
Now although its not that much damp, I would like to treat the floor before I start to use the space and dont want to damp and moisture to cause my tools to rust.
Now I have been thinking of getting an epoxy sealer to use round the floor edge then some sort of a garage floor paint afterwards for the whole floor?
Any suggestions ideas would be appreciated.
