Is it Damp?? - please help!!!!

Hi any help would be greatly appreciated?
We recently bought a 1930's 3 bed semi and were planning to inject walls and replace concrete floors in hall and kitchen with DPC and new floors as the DIY damp meter we have bleeps when pushed into wall or concrete floors showing damp BUT our builder (who is also a family member) does not agree with damp meter and says this work is not necessary as the house is showing no other signs of damp. No wall paper was hanging off and there is not black patches on walls. the house has not been updated since it was built so had no central heating and the only DPC it has is blue engineering bricks around bottom of house. (in some places these are half covered by bad tarmac driveway). There was also some rain water getting under wooden floors in 2 reception rooms due to bad drainage and water running in through air bricks - which has now been sorted! I do not want to carry out unneccessary work but i also do not want to move in and then in 6 months find we have damp and have to start again.
Any suggestions????
