Leak in garage - possibly via DPC gap next to membrane

Hi,
I have always had a small damp spot at the back of my garage. I have recently tried to fix this.
Looking at the wall, there is a DPC membrane running along the wall, with several holes in the mortar immediately next to the membrane.
I have filled the largest of these holes, but this seems to have made the problem worse.
My question is: should I continue and fill any other gaps (with cement) or will this cause problems with my damp proofing?
