Earth floor

Having found damp on internal walls in the rear of my house, I noticed it was only on walls around the concrete floor area not in the boarded part.
Turns out the concrete is a mere half inch thick, directly under which is damp earth up against the damp internal walls - and that is level with the damp earth outside too.
Initial thoughts were
1) Disguise, sell, & run.
or
2) Build a mini digger inside the house
Does anyone on here knows what the heck to do for real?
